This is a mis-colored version of the Red Tornado. It's after he got his blue and yellow costume (with the stylish "T" insignia) in JLA 110, but colored per his original red and purple costume. For years, until I got back issues featuring his original costume, I couldn't figure out why he was in purple here. :-)
